Southwest Concrete Paving Project Contractor Quality Control
Manager (CQCM)We are Southwest Concrete Paving, a heavy
construction company specializing in concrete paving. Our primary
focus is Department of Defense airfield projects, although we have
and will continue pursue FAA, DOT, and private work under the right
circumstances. Primarily, our projects build the infrastructure
that the guys who protect the country use to stage and get off the
ground. We are a small company with big reach, and even bigger
goals. We do work that other contractors can't or won't do. As a
smaller company, we are a close knit team. In fact teamwork is

then we are looking for you.This is what we are looking for:We are
seeking a project CQCM. This position requires a minimum of 5 years
of construction experience, preferably in airfield, heavy highway,
or heavy civil construction and preferably with experience in
materials testing as it relates to construction. The CQCM is
responsible for managing and performing the daily QC
responsibilities of specific projects to ensure the project is
constructed in accordance with the established contract documents.
The CQCM role includes direct oversight and review of the entire
documentation and physical inspection phase of the workflow process
and working with other in-house personnel (e.g.: Project Managers,
Superintendents, etc.) and external personnel to produce and
document a quality product. Create, update, and maintain the
project submittal log and all other project specific quality
control reports. Review shop drawings and submittals for
conformance with project specifications by direct review, and by
leveraging the knowledge and experience of others in the project
team when necessary. Chair and document weekly QC meetings with the
superintendent, and provide written minutes as described in project
specific contract documents.Provide daily QC reports that reinforce
activities that are being constructed in conformance with each
specific project's established standard and constructively
confronts any non-conformance to produce the desired outcome in a
timely manner. Conduct preparatory, initial, and follow-up meetings
to establish an understanding of the standards of care desired for
each definable feature of work. Verify and document that all
materials received for the project are in conformance with the
approved submittal, are handled and stored appropriately, and are
installed and acceptable for use in the project. Conduct
pre-construction meetings with new and existing subcontractors and
the superintendent at least two days prior to the start of each new
phase of the work to discuss issues that affect quality Coordinate
and document the testing and commissioning of building systems
Maintain the project "as-built" drawings daily. Assemble and
forward project closeout documents that include O&M manuals,
as-builts, and warranties Stop work if necessary to resolve matters
that affect safety, quality and/or inhibit the logical progress of
work.This position is a project based position, and will require
travel from project to project. Duration of stay at a particular
project will depend on the specifics and location of each job, but
the position will require short and long term travel on a project
by project basis. Additionally, working shifts will vary seasonally
with weather, but night work will be required based on local
conditions.Responsibilities and Duties:
Implement and reinforce the Quality
Control Plan of the Project.Oversee and ensure QC for all the
activities of the projectManage QC daily reports and delegate to
supporting staff required dutiesManage the USACE/NAVFAC Three Phase
Quality Control Process, which may include preparatory meetings,
initial and follow up inspections and create all required
documentation on all definable features of workManage documentation
of work and required submittals with office staff and NAVFAC/USACE
interface softwareOversee testing and coordinate with the
activities of the on-site third party labManaging, scheduling, and
directing the activities of direct subordinates on the project
siteKnow and understand project plans, specifications, and other
contract documentsEnsure compliance to contract plans,
specifications, relevant ASTM, COE, and applicable test procedures,
as well as additional relevant contract documentsDetermine,
communicate, and document deficiencies and ensure they are
corrected in a timely mannerMaintain current records providing
factual evidence that required quality control activities and/or
tests have been performedParticipate and document all completion
inspections punch-out, pre-final and final acceptanceAct as liaison
and a point of contact for the NAVFAC/USACE and SWCPTrack required
submittals, project RFI's, and any contract changes/change
orders/VE's for project and help to disseminate information and
implementation to project teamMonitor all scheduled activities,
plans, weather, materials, deliveries, and construction methods to
assure highest quality project can be deliveredConduct Business
with 100% integrityOther Duties as AssignedQualifications:
Experience working on USACE
construction projects with at least 5 years' experience as a QC
manager on USACE construction projects10 years combined experience
as a superintendent, QC manager, project manager, or project
engineer on military or FAA airfield projects5 years airfield
concrete pavement experience as a QC ManagerCurrent USACE

CertificationProficiency with RMS 3.0 and ECMS. Proficiency in
Microsoft Word, Excel, and Outlook Excellent written and verbal
communication.Legally eligible to work in the United StatesA valid
driver's license with a clean driving recordAble to pass a drug
test - SWP is a drug-free environmentAble to obtain Federal
Clearance to access Military InstallationsCurrent certification
for, or ability to take and pass ACI Transportation Inspector

when requiredWorking Conditions: This is a fast paced working
environment. We come to work to work. The working conditions will
include travel to all parts of the western United States and
possibly abroad (primarily pacific islands). Hours will be mandated
by project activities but night work will be required, some weekend
work will be required, and some extended hours will be required.
This will be a salaried position where the right applicant will be
directly supervising and scheduling the activities of one to two
individuals on the project site. There will be some exposure to
normal construction materials such as concrete, cement, fly ash,
slag cement, aggregates, epoxies, solvents, etc. There will be
exposure to loud noises both from construction equipment and nearby
jet engines. There will be exposure to weather both hot and cold as
this position will require extended outdoor working hours. There
will be times where close quarter contact will be requires such as
working in small office trailers. At times the primary access to
restrooms will be on site j-johns.Benefits: Southwest Concrete
